Since the person in srok Khmer is in mid-20??? and have no assets. Then I don't think they need to do any translate. Maybe school is what make the person coming to homeland and/or take care parents

I don't think there's any bribes in this one, Happy. Basically, it's depend on Consulate's mood. If u got a guy who just got laid, he'll pass u right away hehehe
The only fee is the visa fee of $160 per application
